| APRIL 1991, PROKOPIEVSK, SIBERIA Siberians were traditionally the most pampered of Soviets. Their job of extracting vital minerals and fuel in a harsh climate was always rewarded with the choicest goods and fattest paychecks. Now, with hyperinflation and near famine, the shock is greater here than anywhere else. Today, the local Gastronom state shop will "throw out" sausages and cucumbers. The buyers will "take it" quickly.
